Compliance Officer (Phillip Trust)

We are seeking a qualified and meticulous Compliance Officer to join our Group Compliance Department supporting our Singapore-based licensed trust company. The successful candidate will be responsible for maintaining a robust compliance framework in accordance with MAS regulatory requirements, including the Trust Companies Act, and other applicable legislation/regulation. This role offers a unique opportunity to work in a high-integrity environment serving HNW individuals and families.

Key Responsibilities:

  • Ensure the company’s compliance with the Trust Companies Act, MAS Notices and Guidelines, and other applicable laws and regulations.
  • Lead and perform client due diligence (CDD), enhanced due diligence (EDD), and ongoing monitoring of trust clients and beneficial owners in accordance with AML/CFT obligations.
  • Monitor transactions for suspicious activities and escalate findings in a timely manner, including submission of Suspicious Transaction Reports (STRs) to STRO.
  • Keep abreast of regulatory developments (e.g., from MAS, ACRA, IRAS, FATF, etc.) and ensure timely updates to internal policies, procedures, and training materials.
  • Coordinate regulatory inspections and ensure timely submission of statutory reports, such as annual compliance returns to MAS.
  • Conduct regular internal compliance reviews and risk assessments to ensure the effectiveness of AML/CFT controls and governance.
  • Maintain and update the company’s Risk Assessment (EWRA) and AML/CFT policies and procedures.
  • Deliver training to employees on compliance obligations, including onboarding, trust administration, and fiduciary responsibilities.
  • Work closely with senior management to foster a compliance-first culture and support the business in delivering client-focused, compliant solutions.

Requirements:

  • Bachelor’s degree in Law, Finance, Business, Accountancy or a related discipline.
  • 4–6 years of relevant compliance experience within a licensed trust company, private bank, or fiduciary services firm in Singapore.
  • Solid understanding of Singapore’s AML/CFT framework, including MAS Notice TCA-N01, FATF standards, and the Trust Companies Act.
  • Experience in trust administration, client onboarding, and understanding of trust and fiduciary structures.
  • Strong communication, investigative, and stakeholder engagement skills.
  • High integrity, attention to detail, and ability to work independently.
  • Certification in AML/Compliance or fiduciary practice is preferred (e.g., ICA Diploma in AML, CAMS, STEP, or Advanced Certificate in Trust Services by IBF/Wealth Management Institute).

Optional Attributes:

  • Familiarity with MAS regulatory inspections, AML system implementation, or regulatory liaison experience.
  • Experience working with private clients, family offices, or complex cross-border trust structures.
  • Understanding of Singapore’s Common Reporting Standard (CRS) and Foreign Account Tax Compliance Act (FATCA) obligations.
  • Familiarity with use of automation and data tools such as RPA, UiPath, Tableau, etc.
